Evaluation of isotopics and assay of Pu solution prepared from MOX as the base material of LSD spikes

JAEA, with the technical assistance of New Brunswick Laboratory, is developing the capability to produce a small quantity of plutonium material of suitable purity and composition to serve as the basis for standard material of isotope dilution mass spectrometry which called LSD spike. The starting material consists of a mixed oxide of plutonium and uranium (MOX). The MOX material was dissolved and subjected to a series of purification steps to remove as much uranium as possible. The purified plutonium solution was sampled and analyzed for both uranium and plutonium isotopics and elemental concentrations via isotope dilution mass spectrometry using the total evaporation method on thermal ionization mass spectrometers. This report describes the evaluation of the measurement data, performed at JAEA and summarizes the results of the detailed uncertainty analyses performed for each data set at NBL. The detailed uncertainty analyses are performed based on GUM.

Remote monitoring and secure communication technologies assist organizations developing nuclear energy by demonstrating compliance with international nonproliferation agreements and IAEA safeguards. A collaboration between JAEA and Sandia on remote monitoring transparency technology at the Joyo test site is described. The history and development of the project, technology, and recent upgrades to the hardware and an internal website are described. Technical applications, and the cooperative process for development of a potential regional transparency network, are discussed.

Safeguards concepts using innovative tracking and traceability technologies

New Safeguards concepts were studied to improve inspection efficiency and reduce both inspector and operator workloads. These technologies are based on new and innovative tracking and traceability technologies, such as tracking nuclear materials using Radio Frequency Identification (RFID), tracing nuclear materials using the isotopic composition of minor actinides, and tracking nuclear materials by monitoring plant operational parameters. In the current study, feasibility of the RFID in the material accountancy and safeguards verification was analyzed. Further investigation on effectiveness in the safeguards, contributions to efficiency, and cost-benefits of the RFID will be evaluated.
